You have to use either SparkIV or OpenIV to change the texture file in the vehicles.img.

what folder do you put this in?

gta 4/pc/models/cdimages

if its EFLC it is still the same, but before putting the file you must download spark 4 or open 4 once you open spark 4 or open 4 go to cdimages then import the file and save then rebuild then you can put the file in the designated folder on the gta 4 folder or eflc folder
