Added a first BCSO Livery for the 2017 Silverado.

I added a livery for the 2017 Silverado as I wanted to do a BCSO Livery and not use a 2014 Charger. I have also changed programmes to which I use to create the liveries.

I have also changed the folder structure so it separates the files, Police and BCSO, so you know exactly what you are adding.

If you already have liveries on the vehicles used in this pack, just change the number in the names to the next number in your list of liveries.

The livery for the Silverado has a 3 at the end because the vehicle pack already comes with 2 liveries standard
