I hope that the volume of POLICE_WARNING can be 1-2 decibels, which sounds a bit quiet in the game.

It's to keep it from having a shitty peaking sound.

I have an issue with the ambulance siren. Siren_wail_01 is just a horn sound and isnt actually a siren. is there a fix for this?

You can swap it with any tone you like. I believe that was for a size restraint on the file. Just make sure you name it the exact name. 

I have tried doing that but whenever i try to run FiveM it tells me that there is an unverified file and stops loading with a crash message

You have to use archive fix to make it work in FiveM 

How do I make the siren louder for FiveM? It seems really quiet.
