while not using snow mod is there a way to get rid of the cars have snow cover on them?

edit the file with OPENIV and look for ASEA2, EMPEROR3, RANCHERXL2, SADLER2 and MESA2 and just delete them or replace them with another car. 
Make sure you back up your file first if you're not sure what you're doing. When deleting, you have to take out the entire code "paragraph" for that vehicle: 
        <Item>
          <Name>asea2</Name>
          <Variations type="NULL"/>
        </Item>
 

each vehicle appears more than once in the file.

PLEASE NOTE FOR VERSION 4.0
The mod no longer spawns snow covered cars and snow plows, just the base GTA traffic minus the bikes and convertibles.
