Just drag & drop it to Modding DLC Pack V 1.1.0.0 By Albo1125  

with OpenIV to where you put  the file..

or drag to OpenIV/mods/x64e.rpf /levels/gta5/vehicles/model you downloaded <<DONE>>

 

Note :

This is also bright fixed for Visual V , Redux  , Make Visuals Great Again & without any Graphics mods.

All my skins for vehicles are always this way. No need to download a Bright lights mod.
