To install the pants.
Under the mp_m_freemode_01_male_freemode_business2 folder:
Open lowr_diff_001_b_whi.ytd file and replace the texture with the accompanying one in this folder of the same name.

To install the jacket
Under the mp_m_freemode_01_mp_m_luxe_01 folder:
Open jbib_diff_003_c_uni and replace the texture with the accompanying one in this folder of the same name.

To equip this uniform in-game, in the EUP Menu go to:
Emergency Apparel/SAHP/Male SAHP Winter Uniform

For a more authentic look, once that is done, I would also recommend to then go to:
Accesories/Hats/BlackBeanie
