I know this is late to the game - but with this (and all the other ones that he's missed out the ELS file) you can just use the default Police.xml that ships with ELS, and rename it to the right slot.

I've done it and it's fine.

 

I still want to work out how to disable the warning lights at Stage 3 though, and only have them on at 1 (the Police Slow board) - if anybody figures it let me know. I suspect the key is in the ELS doc 😉
