Does this replace default EUP uniforms? if so what exactly does it replace. Assuming the lspd stuff?

I tried installing this and the MA trooper uniforms but can not access them at all. 

I love this, especially being born and raised in Rhode Island. However, the only thing I don't really like is the black campaign hats. We don't have those, instead it should be gray.
