No.   There are certain mods that are specified to work with EUP that can replace files in the mod, but unless specified, most (including the one you mentioned) replaces the model from the game library.

OP: That's a pretty nice looking skin I really like the thin blue line flag and the design

I just installed EUP few time ago. At least can I change for example "SAHP" patch with "CHP" patch? If yes, where's the texture to pick with OpenIV?

@badass22 I think you could get the texture by getting the EUP Dev.
