Could not find a good FBI texture that I liked so first attempt at making anything vehicle related right here. 

 

Install path - mods/update/x64/dlcpacks/JMbearcat/dlc/x64/vehicles.rpf/centurionfib.ytd

 

Just drag drop and hit save. I just went ahead and replaced both sign_1 and sign_2 with the same image as I had no desire to use the second texture provided, but that is your call to replace one or both.
