British Offences for Compulite 1.0.0

Hello,

This is just a small, basic update of the CompuLite offences for a British feel. Compulite is a mod not available on here but directly from Bejoljo's website.

I've tried to adapt some offences to match the world of GTA V and keep everything lore friendly. In the United Kingdom, firearms are really restricted so some offences are now 'without a licence'. Other minor adaptations relates to sentencing - theft is theft in the UK with the circumstances dictating the sentence. A simple shoplifting is the same offence as a major theft. Therefore there are three types of theft - major, minor and shoplifting with realistic sentencing. This stops you from having a car thief getting 6 months up state while a person who shoplifts one or two tops gets 6 years.

There are also very lengthy offences - I have split some of these up such as Possession of a Firearm with Intent to Endanger Life or Commit an Indictable Offence - its now Possess a Firearm with Intent to Endanger Life and Possess a Firearm with Intent to Commit Offence.

There are roughly over 200 charges and 100 citations. Many of the charges have realistic sentencing. There are other offences, especially traffic, omitted on purpose. I haven't put any offences relating to children, nor have I put every traffic ticket possible. Instead I have put broad (but real) offences. For example in the UK a learner driver must be supervised and have L plates. Not doing either one of these is the same offence so I've not separated them, unlike the charge.
