This is the final update for the CRS file. I am working on a Denver Municipal Code pack of citations and charges. There will be 2 versions, one with just the municipal code, and another with both CRS and MCCD.

For those looking to enhance their experience, I have compiled a list of revised statutes for the State of Colorado. This is state only, and at some point I will do city specific for the larger cities such as Denver, Aurora, and Colorado Springs.
Included is many of the charges you will need doing traffic, arrests, and more. All charges include the revised statue location(CRS 42-4-1101 Speed). They are accurate to the state, maybe minus referencing a definition or penalty by accident. If you find any of these, feel free to let me know as I went through all of the books on the state website. Just drag and drop the plugins folder into your GTA 5 folder.
