I felt that the current Grammarpolice commands were not immersive enough, so I added real California police codes to it. Refer to the readme on how to install.

I honestly forgot about this until now.

Added more coroner and EMS codes.

Renamed en-US to en-CALIFORNIA to reflect new GP version

I installed the plugins folder from the zip file, however, no 10 codes were added to Grammar Police, the xml files that you have in that plugins folder only has the normal codes that are already in the Grammar Police actions folder. I am not seeing any of the 10 code xml files in the actions folder within that zip file as you have described in the Codes.txt files.  See the attached for the zipped files from the download.

This isn't my download, but these do have additional phrases.  Coroner, for example, has ten fifty five.  Fire has eleven seventy one.  Just check the XML's that you attached above - they contain the additional phrases.
