Where is the actual link to that vest?

There isn't a link. It's the default vest from EUP 9.3. Once you download EUP 9.3, you automatically get it.

Same with the bodycamera.

I guess that is probably purposeless and this mod has been abandoned ages ago, yet I'm going to point out that Class C of the pack has Dearborn pd badge, instead of Memphis.

Your comment is not purposeless however I have stopped texturing for some time now. Thank you for bringing this to my attention, I just released an update correcting this. The class C uniform should be Memphis and not Dearborn now. Thank you!
