This tool allows you to easily downgrade the Steam/RGL Complete Edition (1.2.0.32 and up) of GTA IV to either 1.0.8.0, 1.0.7.0 or 1.0.4.0!
Requirements
- .NET Framework 4.7.2 (Should be installed on every Windows 10 machine)
- Windows 11 (Not tested), 10, 8.1, 8 or 7. Works best on Windows 10.
- Internet Connection
OLD Version! ONLY use when you have problems with the newest version!
How to use
- Download the Downgrader.
- Extract the downloaded zip somewhere on your PC but NOT in your GTA IV folder!
- Run the Executable file (.exe) and follow the steps.
It is recommeded to run the downgrader with admin rights! (Right click on the exe, and click on Run as administrator)

Changelog for Version 2.0
- Added “Unsupported Operating System” warning.
- Added “Not running with administrator privileges” warning.
- Added “Continue anyway” button on the internet check failed page.
- Added offline mode which can be activated with the “-offline” command line argument which basically makes the online downgrader to an offline one.
- Added a overall progress panel at the bottom above the panel with the Exit, Back, Skip and Next buttons. Hover over the icons to see what step this icon is referring to.
- Cleaned up source code.
- Log file will now always be created when you close the downgrader.
- The downgrader will no longer downgrade the radio via install.bat instead, the downgrader will take care of the radio downgrade itself which should also hopefully fix the downgrader getting stuck on “del install.bat / del jptch.exe”. However the install.bat file is still needed.
- The downgrader will now remove the “read-only” attribute from files inside the GTA IV directory.
- The downgrader will now remove the “settings.cfg” file to ensure the game starts correctly after the downgrade. Settings might need to be reconfigured after the downgrade finished inside the games settings.
- The downgrader will now create a copy of the “PlayGTAIV.exe” file renamed to “LaunchGTAIV.exe” incase you get the fatal error while trying to run GTA IV saying you need to launch it via LaunchGTAIV.exe
- Updated design.
- Upgraded the .NET Framework version from 4.7.2 to 4.8
- Updated “Select IV Executable” step in which you can now select your GTA IV executable file OR the GTA IV directory.
- Updated “Select Components” step.
- Fixed extraction status going above the maximum amount of files to extract.
- Fixed rendering issue where the downgrader was mostly rendering in black when running on Linux via Wine.
- Forced globalization to english.
