While I playing there this annoying quake and my car can't reverse and the car just accelete by it self and I can't stop it. Can someone help me stop it. I have some example this is what happen.

Its not a quake, its the drunk cam. Launch your game with the LaunchGTAIV.exe, not the GTAIV.exe.

1.I got the legal version
2.This happen when I sign in to Window Life
3.Why can't I stop or reverse my car

Yes, it is. But have you tried going into your GTA IV directory and using LaunchGTAIV instead of the original application? Because this should prevent the Drunk Cam. If you let me know what your operating system is I can tell you where to look to find the GTA IV directory.
