So, i want to put the LSPD pilot on the Police Maverick on three stars, but seems he dont have any loadout, so when the helicopter spawn it simply go away. How can i give guns to him?

So, i've had download some modded dispatch.meta. and looking them i want to ask some questions because i want to make my own dispatch file. The one i liked it's the Sixth Star from Olanov. Here some questions: First, this area: If i understood well, the police, or ambulance or Firemen have 10 seconds on the lowest time, and 20 seconds it's the max time to appear. Here, lets me ask something: For example, if i put on vehicle models like this: <Vehicle>police</Vehicle> <Vehicle>police</Vehicle> <Vehicle>police</Vehicle> <Vehicle>police2</Vehicle> Could the chances of police spawn will be higher than police2? What this part do actually? On DT_ArmyVehicle, it's standard the number peds to spawn by 6, but the Crusader when chasing the player is with only two soldiers, differently of FIB Buffalo, with 4 FIB Agents. How to change that(Can we do that actually)? At general, it's possible to change how many peds will spawn in a individual vehicle? Or Roadblocks?

So, i'm trying to edit myself the dispatch.meta from the Sixth Star Mod, i've made some good progress, for example, roadblocks with SAHP, and if the Annihilator spawns in the LSSD area, they will come with the LSSD SWAT, same with the added LSSD Maverick. BUT!... I've tried to do the same with the Riot that spawns to pursue me when i'm in the countryside, but always come the normal SWAT ped, i've tried with the same with the Sheriff SUV but seems it doesn't work too. Is there any limitations in that kind of spawn?
