You should try undoing what you changed to see if that fixes it.

If you don't know what you changed in your mods folder, then the easiest thing to do is delete the old one and create a new one.

Something is broken in your mods folder. Figure out what mods you installed between the last time your game worked and now, then remove them. Re-install one-by-one (if more than one mod was removed) until your game breaks again. Do this with your mods folder renamed back to normal.

Rename your mods folder to _mods and try again.

I understand that; however, there should be an asterisk that mentions not all outdated files are inherently broken. When I see people recommend removing all of Albo's plugins on the sole basis of them being old, it bothers me some. Some of Albo's stuff still works just fine. I would personally read the newest comments on a file to get a better idea of if it actually works or not. Unfortunately, the caveat to that is people who break their games through no fault of the plugin in question can easily (and incorrectly) blame that plugin.

This is only necessary if the plugin needs to use the new API features. If a plugin doesn't need the new API features, then there's no need to update it just because LSPDFR was updated. There is no "optimization" that automagically happens.

Since you don't have Police Smart Radio installed, you need to set EnablePriorityRadioTraffic=false for RichsPoliceEnhancements.

Is the plugin loaded? Ensure it's either loading on startup in your Rage settings, or load it manually in the console.

The risk only comes from a new version changing an old API function. If the plugin worked before an update, and the update doesn't modify any API features used by the plugin, then there's (in theory) no reason a new crash should occur.

As far as the second crash, Traffic Policer callouts require LSPDFR+, which you probably don't have installed. You can disable the callouts or install LSPDFR+.

Sorry, I don't know what you mean by "broken." Hopefully a new pack works, though.

Immersive Dispatch is causing the issue. A value in the pause menu settings is out of range (less than expected minimum). I don't use Immersive Dispatch, so I don't know if this could be a setting you changed yourself, or if it's a bug in the code. If the latter, then the plugin creator has to fix it and you should report it to them.
