Launch GTA normally.  Once in game, alt-tab and launch Rage.

it is not working that way either 

Make sure Rage isn't being blocked by your antivirus.

could it be the fact my game file were missing and i just steam verified them and it said 4 files were missing and needed to update require the files  

some of my game files are missing according to steam could this be why it is not working properly  and why rage is crashing

i have also let rage run through the firewall

That may be the case. I suggest doing that and seeing if it makes a difference!

no it still crashes any suggestions on what to do

Again, the game loads fine without Rage?

Seems like this problem is still not solved.

Please specify how LSPDFR crashes. Does it crash on startup?

Does a crash report generate?

it crashes  when the game loads up with rage and it now crashes without rage when i try to load the game with out rage

updated rage log 

yes it generates a crash report

If your game is crashing without Rage, disable your mods folder by renaming it to _mods.  If your game crashes without Rage and your mods folder disabled, verify your game files.

i have done that and will start verifying game files

it still crashes this is really annoying  I was enjoying lspdfr 

So it crashes on startup even without LSPDFR and any mods.

You have also verifies the game cache.

This seems more complicated than I thought.

Navigate to Documents/Rockstar Games/launcher and get me your launcher.log

It is a note file names launcher

Not sure about this but it says that R* couldn't find your game library. 

I don't have any other suggestions other than to reinstall the game I'm afraid.
