  1. I've went through and believe I have installed everything humanly possible to fix this. I have a 64 bit computer but made sure I installed everything as 32 bit being GTA IV is a 32 bit game. This is everything, my diagnostics test came back all good except: LOG CHECK I've made sure everything was allowed access, ran as admin, non-readonly, and all other precautions listed. If you need any other information please let me know. Also whatever is causing this issue is not allowing my ELS to work incase that helps.
