Hello, I am thinking of creating a clan for gta iv called Liberty City Special Weapons and Tactics unit. I am wondering if anyone is intresting in joining and helping me start a clan. If anyone is intrested in helping, i have more info on what i plan to add to the clan.

Your best bet is to possibly join a clan and see if they have a SWAT Team. There's many clans out there and you can look for them on the Groups Page. 

 

As far as making one, no one will really be interested in just one specific division because they would probably want variety. (IMO)
