You have a huntley downloaded and before you install it you can rename it. "Huntley" Rename it to police then install it. To make it els enabled look on youtube its simple.

Just rename the huntley file as police. Or add more slots in the els config to make car els enabled.

May I see all the specs, some may not be caused by the specs. But it does look like it could be a possibility.

Well if it were working fine before; just replace the files that caused the error. That is if you backed it up. If you did not, just re-install the game.
