Make sure to also extract the RPH from it as that is where the apartment fix is.

LSPDFR does not use Scripthook V. You can remove it and LSPDFR will operate.
Scripthook V is needed for another mod you've installed.

Your character file is corrupt. Perhaps your game previously crashed or their is an issue with your storage.
you need to delete
lspdfr/chars/Aaron Colt.ls
there may be a .bak file you can restore, and if there's not if you are connected to LSPDFR Sync your character file will be re-downloaded. If not, you'll have to re-create your character.

No, those lines have nothing to do with your issue. If you just scrolled up a little bit you would see the actual problem.
 
This file lspdfr/data/custom/stations_sahp.xml is garbage XML and crashing LSPDFR. Fix it or remove it.

LSPDFR includes a customisable configuration file which dictates which Ped's are dispatched. See agency.xml in the LSPDFR data folder. Note how each agency has an Peds section under Loadout where you can change the model (and if using freemode ped the outfit used).

LSPDFR is a single player game modification.

Download the manual installation and drag the relevant file to your GTA folder.

OpenIV doesn't really have a concept of an uninstaller, so authors will exploit the package installer system to make an uninstaller. Provided you are sure you are selecting the uninstaller OIV, hitting 'Install' should paradoxically uninstall the mod.

Remove everything except 'LCPDFR Loader.net.dll' from your scripts folder. :/

There was a fix that LMS uploaded about a week after the main release of 1.1 that fixed issues that people were having trying to use LCPDFR offline (I guess it would apply here where the masterserver is down).
It has no seperate name so you'd be unable to tell it apart from the first release. Please try redownloading LCPDFR 1.1 from our downloads section and reinstalling it.

You press ALT-P once you have loaded the game. You must have completed the first story mission to do this.

You failed to read the instructions before posting in this forum. So we'll remind you of them.

Please do the following:

Make sure you aren't using a crack - We don't support cracks
Update GTA IV to 1.0.7.0 (the latest version of the game, or 1.1.2.0 for EFLC) - This sometimes fixes a wide variety of issues
Make sure that you run the game as an administrator.
Make sure that your GTA IV root folder (and every subdirectory) is not set to "read-only"
Ensure that ScriptHook.dll, ScriptHookDotNet.asi and Dsound.dll OR Xlive.dll are in the GTA IV ROOT folder
Ensure that there is a folder titled 'LCPDFR' in the ROOT GTA IV folder.
Check that all the above files exist, if they do not, reinstall LCPDFR with the MANUAL installation.
Ensure that you are using up to date versions of every LCPDFR dependency and LCPDFR itself.
Install these: .Net Framework 4.5, Microsoft Visual C++ Redist 2012

This is an old version and as such it is no longer available.

You are probably in one of the following groups:
Have your Windows DPI setting non-default. Workaround is to set the DPI settings to default. Are using a GTA IV / EFLC ENB or other graphics modification. Workaround is to stop using them. Changed your resolution after starting the game. Workaround is to restart the game.

We don't really support other modifications -- apart from API modifications, sorry. If there are any issues these would have to be fixed by the author.

You haven't installed the latest AdvancedHook.dll.

Looks like a bug. Will be fixed in the next release.

What is your GRAPHICS card? GPU and GPU memory?

There are no issues at this time.
Telling us which file might help, along with what browser you are using.
