For us to address your LSPDFR concern, please upload RAGEPluginHook.log, a text document you will find in your game folder.

I'm noticing you use Coastal Callouts, please make sure you are using the latest version of LML (released just a day or so ago) as it contains a fix for loading 16MB+ models, which is used by Coastal Callouts.

Cyan's post in Game crashes when starting RAGE plugin hook was marked as the answerYou're still getting the outdated version error, which means you are still using the outdated version.
Use the manual installation, drag over the LSPD FIrst Response.dll/pdb files from the plugins folder of the zip file to your game's plugins folder.
Ensure any older LSPD First Response.dll/pdb files do not exist in the root of your game folder, this will stop the new plugin from being loaded.

Cyan's post in Insignia Rank Not Showing was marked as the answerRPH stops the game from going online, which was a bit more strictly enforced in the latest update, this unforunately prevents the game from downloading certain MP assets.
This might be fixed in a future RPH update.

I think LSPDFR Sync has nothing to do with it, but if leaving it off helps OP then great.

Cyan's post in LSPDFR crashes after 5 minutes was marked as the answerNothing went wrong, you disabled your mods folder and the game and LSPDFR loaded correctly. That was the point of renaming it, to see if it's an LSPDFR issue or with third party mods you installed. This means your issue lies with a mod you installed in that folder.
It's likely a recent change you made to that folder is responsible.
From your first log, your game shortly crashed after spawning policeb.

Copy this file from the LSPDFR manual installation, it is corrupt in your installation.

LSPDFR loads the multiplayer map, your game is crashing/throwing an error loading that map.
I should add, you can workaround this issue by setting Main.DisableMultiplayerMap=True in your LSPDFR.ini. This will stop LSPDFR from trying to load the multiplayer map (and has some consequences, which are documented here). But this error only occurs when the game is trying, and failing, to load the multiplayer map.
