in general, you press 'Yes' to RPH asking to unblock files. But that won't be anything to do with LSPDFR. If your vehicles/ELS don't work, make a GTA V support topic.
For us to address your LSPDFR concern, please upload RAGEPluginHook.log, a text document you will find in your game folder.

Are you experencing a game crash (crash to desktop)? I'm noticing you use Coastal Callouts, please make sure you are using the latest version of LML (released just a day or so ago) as it contains a fix for loading 16MB+ models, which is used by Coastal Callouts.

Your game is crashing loading 'POLICEB'. If you made changes to that model, you'll need to undo or fix them.

The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
 

You're still getting the outdated version error, which means you are still using the outdated version.
Use the manual installation, drag over the LSPD FIrst Response.dll/pdb files from the plugins folder of the zip file to your game's plugins folder.
 
Ensure any older LSPD First Response.dll/pdb files do not exist in the root of your game folder, this will stop the new plugin from being loaded.

Don't use a mod that depends on it, then. The crash is coming from Interaction+.

Delete it, it shouldn't be there.

RPH stops the game from going online, which was a bit more strictly enforced in the latest update, this unforunately prevents the game from downloading certain MP assets.
This might be fixed in a future RPH update.

I can't see how, the log mentions a Pathfinding node problem, which is usually caused by a map or traffic mod.
 
I think LSPDFR Sync has nothing to do with it, but if leaving it off helps OP then great.

Nothing went wrong, you disabled your mods folder and the game and LSPDFR loaded correctly. That was the point of renaming it, to see if it's an LSPDFR issue or with third party mods you installed. This means your issue lies with a mod you installed in that folder.
It's likely a recent change you made to that folder is responsible.

You're using an old version of RPH, make sure to grab the updated one of the LSPDFR download. Yours is 1.94, latest is 1.96.

Copy this file from the LSPDFR manual installation, it is corrupt in your installation.

Start RPH after GTA V has started and you can move your character.

The issue you're encountering only occurs when GTA V cannot load the multiplayer map. This is usually caused by a bad mod. I would be very very surprised if you are not using a mods folder (or lml folder).

You downloaded LSPDFR before we added the vehicle fix, please update again from the manual installation, iirc you only need the new RAGEPluginHook.exe.

The particular error you are encountering is LSPDFR trying to load game assets, and it's failing. Something is wrong with your mods folder and/or lml folder.

You're using an old version of LSPDFR/RPH, perhaps you updated before we pushed the fix out. Please re-download the manual installation and at least drag the new RAGEPluginHook.exe over to your GTA folder.

LSPDFR loads the multiplayer map, your game is crashing/throwing an error loading that map.
I should add, you can workaround this issue by setting Main.DisableMultiplayerMap=True in your LSPDFR.ini. This will stop LSPDFR from trying to load the multiplayer map (and has some consequences, which are documented here). But this error only occurs when the game is trying, and failing, to load the multiplayer map.

Update LSPDFR again, it includes a fix.

Rename mods to _mods and try again.

The latest version of LSPDFR includes a fix for this issue.
