I think LSPDFR Sync has nothing to do with it, but if leaving it off helps OP then great.

Cyan's post in LSPDFR crashes after 5 minutes was marked as the answerNothing went wrong, you disabled your mods folder and the game and LSPDFR loaded correctly. That was the point of renaming it, to see if it's an LSPDFR issue or with third party mods you installed. This means your issue lies with a mod you installed in that folder.
It's likely a recent change you made to that folder is responsible.

Copy this file from the LSPDFR manual installation, it is corrupt in your installation.

Cyan's post in LSPDFR Crash - Cause Unkown was marked as the answerThe issue you're encountering only occurs when GTA V cannot load the multiplayer map. This is usually caused by a bad mod. I would be very very surprised if you are not using a mods folder (or lml folder).

LSPDFR loads the multiplayer map, your game is crashing/throwing an error loading that map.
I should add, you can workaround this issue by setting Main.DisableMultiplayerMap=True in your LSPDFR.ini. This will stop LSPDFR from trying to load the multiplayer map (and has some consequences, which are documented here). But this error only occurs when the game is trying, and failing, to load the multiplayer map.

Basically, you add the Livery attribute on the agency's assigned vehicles, where Livery is set to the ID of the livery you want that agency to use for that vehicle. See the Wiki.

I would be highly suspicious of such modified builds, if the person modifiying it did not seek permission to modify our software and then they have the audacity to seek finanical compensation for their changes, then adding themselves to the credits section of the most of the mods they have illegally changed, what other 'changes' might those builds be hiding?
