There are multiple ways to fix this problem, but some ways can fail. That's why you should try to give your pc more ram to your game. I am showing you 3 options how you can do that.
PLEASE, READ ALL SOLUTIONS BEFORE TAKING ANY ACTION!
1. Download software.
There is a program called ''Large Address Aware''. You can simply add GTA to the list, and allow it to use more then 2 GB of ram. You can even force that. Worth to check out. (I use it myself)

2. Edit your PC RAM settings. (I did this to)
This is a advanced step.
- Go to System Properties.
- System Properties >> Advanced >> Performance Settings >> Advanced >> Virtual Memory Edit >> And edit your settings to the proper ones.
You can find the settings on google, you have to do some mathematics.
3. Commandline.txt (I use it myself)
This is the most simple step and safest, I highly recommend this solution, this is a txt file you make inside your GTA folder.
You put inside that txt file the following things:
-norestrictions
-nomemrestrict
You save it, and your game will run like a machine.
To wrap it up, right click inside the GTA Main Folder, select > New > Txt Document > (You put in the data: -norestrictions & -nomemrestrict) > you save it with the name: Commandline.txt
