I have a feeling you have the same name for something, Like two extra_9's or something, check over your Hiearchy. Find the same thing, either rename it, or attach it to something. (Make sure when attaching something, have the two different _L0's (And L1's) in the same parent/dummy folder/Sub Section. Then use the Modify - Attach tool, with Selection mode off. NOTE: I usually pull the said Objects out of the main Hiearchy, And hide the rest of the model. (Just incase you screw up)

I have no Idea. Maybe You should use google. Or search older posts for this. BTW: This is meant to be in GTA IV Support not gameplay. Search the support thread for similar posts.

Your mods may be conflicting. Try removing them and implementing them in one at a time to see whats causing it. (Instead of relaunching your game over and over, if you get into game with one script. ALT+TAB out and add another. Then press the "Tidle" key (above TAB) and type in this command: reloadscripts) Repeat this process until you crash. Then you will know which mod is conflicting/not working. NOTE: NEVER JUST CHUCK A BUNCH OF MODS IN AT THE SAME TIME!
