looks cool and all, but where and how do i install it

i dont have that install path after dlcpacks

dragged folder LSPD (Houston) into GTAV/mods/x64/dlcpacks, and none of the cars show up in the car spawn list under added vehicles. added Item>dlcpacks:/LSPD (Houston)/</Item> into the dlclist.xml file

For example, youre supposed to keep up on your hunger and thirst, theres nothing on the map where to go for food and drink, and driving around i cannot find anything to do so either. And you are very correct of my lack of patience I have for modding this game now. As someone who is constantly modding games using Nexus mods site, I have never come across such a pain in the ass game to get working with mods, or to mod. A game shouldnt need 4 hour long How to videos on youtube. Sorry for the late reply but I have uninstalled the game, and moved on. I no longer require any help to get the game right, or a desire to do so. I applaud any of you that have mastered how to easily mod this game.

Im just gonna pass, any mod i try to do just makes the game crash. Its ridiculous how much of a pain in the ass it is to mod this game and have it working. Way different than just using nexus mods for games. i have none of the paths this guy has, to i need to make all the paths myself from mods folder on?

exp earned from calls doesn't go towards lvl, map looks like standard GTA map, nothing like the map in the pics above, EMS doesn't do anything when they show up on scene to civs laying on ground (example car accident calls), No where to eat or drink. Says plugin is loaded when i start a shift. Absolute pain in the ass for the game to register you are trying to interact/cuff someone. I really dont see the hype in these mods, with all the praise for LSPDFR. There are cop sim games on pc that work way better.

Drag the SheriffPack folder into your mods/update/x64/dlcpacks folder. 2. Navigate to mods/update/update.rpf/common/data and edit dlclist.xml. 3. Copy this below into your dlclist.xml file, save and close. <Item>dlcpacks:/SheriffPack/</Item> 4. Copy ELS files into your ELS/pack_default folder. i have none of the above paths in OpenIV, nor do i have the file for step 3, i have only installed plugins for LSPDFR

I have none of these paths in my GTA folder, that are in the read me to install
