    After hours of looking, I believe/hope I have found It lmao. Here's the path: Grand Theft Auto V\mods\x64p.rpf\levels\gta5\_hills\cityhills_03\ch3_04.rpf The files you need are: ch3_04_p_lod.ytd and ch3_04_p_lod+hi.ytd Interestingly this facility is considered a prison to the game, so if you go poking around like I did you may see some files associated with Bolingbroke Penitentiary in there as well. They are identified by having "cityhills" or "county" in the thread and/or name. ch=cityhills I hope this helps or at least leads you to the right place if I am wrong lol! If you figure out how to change the sign, please let me know!

    Where are you placing it? I place all of mine here and I have no issues. Grand Theft Auto V\mods\update\x64\dlcpacks\patchday28ng\dlc.rpf\x64\levels\gta5\vehicles.rpf In OpenIV go to your lspdfr folder then to lspdfr.ini. Theres a line of Text that says "Main.PreloadAllModels = true" Change true to false and that should solve your issue.

    Brighter Emergency Lights by MSTB Developments I've used this lighting since I began modding lspdfr and have never changed to another. there are three different "boom" intensities you can choose from also so you can pick. The picture I attached is an example of what mine looks like with it and it is extremely bright at night I have upgraded the visuals since this screenshot, but you get the general picture of what the lights look like with that mod installed.
