Disable BattleEye at RGL settings.

Add whole gta5 folder as exception at your antivirus.

Set full permissions for your gta5 folder.

Last thing before crash was loading PoliceAdvancer - make sure u have it installed properly

Increase PluginTimeoutThreshold to 60000 at rph settings

^ Any changes made at .ini / .xml files?

Also u can try redownload LSPDFR Enhanced Remastered cuz there is new version and afaik some ppl had problems with v1.2.1.0

Its working fine, if you have problems then u can try use vpn

Go to lspdfr download site and download RAGEPluginHook_1_122_pursuit_crashes_test.zip

Legacy version of gta5 is using kinda old rage engine that don't scale well with performance of newer hardware - thats why u won't get big difference.
Best advise I can give you is to wait for lspdfr for gta5 enhanced. It have fresh rebuild of rage engine that works better with newer gpus/cpus etc.

VCF files matches names of vehicle files and are placed in correct path? (.../els/pack_default)
 
(If your vehicle file is car1 -> your vcf file must contain  same name)
 

Disable mods folder -> (rename to _mods) and try launch game

Go to lspdfr download and choose pursuit crashes test and install it

Plugins installed in path: ../plugins/lspdfr won't show up to launch at RPH settings cuz they launch at same time with lspdfr (going on duty).
 
At RPH settings u only gonna see plugins installed in .../plugins

Its hard to say cuz only u know what mods you have installed so u can try remove it 1 by 1 and try to find which one cause problem or if this is not possible u will have to delete current mods folder and start new one

You have installed Police Redefinied that also include ID check so I suggest also try this one. I'm fresh with this plugin too so still I'm also learning and maybe this just disable native interaction menu when installed(?)
First hold E to stop ped and then use PR menu (default: T)
 
Also u have few outdated plugins (impressive it let u play without crash):
County Callouts Custom Pullover FIB HRT Callouts Narcos Wilderness Callouts Also make sure that file called VitrozeLibrary is installed in good place
 

Next time attach RagePluginHook log file from MAIN gta5 FOLDER.
 
Revert changes that u made at assets files or check if u modified it as it should be.. maybe you forgot to "close cmd line" with ">" etc. (you can also check your .xml files with xml validation sites etc)
 
Also u can change PluginTimeoutThreshold to 60000 <- it can help u with further modding

First try download 2.0.0.2 version of DLS if you are using previous one.
 
But also it can be problem with this car itself.

Add your whole gta5 folder as exception at your anti-virus + set full permissions for that folder

Reinstall CalloutInterfaceAPI cuz u are missing files or u have paste them in wrong place

Also make sure to use new Arrest Manager updated by Sparky81 for current versions of lspdfr and gta5

Reinstall DamageTrackingFramework as its written at readme file also reinstall as it should be if you want to use Traffic Policer make sure to use new version covnerted by Sparky81 for current game versions (Traffic Policer 2025)  
 As for EUP Menu crash - go to wardrobe.ini at gta5/plugins/eup and make sure it saved your outfit like that:

Remove:
Assorted Callouts HighWay Callouts PeterU Callouts Tacco Highway Callouts  
 Update RNUI
 
 Remove CalloutInterfaceAPI and reinstall it properly

Rename mods to _mods and try launch game with disabled moded content

PluginTimeoutThreshold to 60000 not 6000 Venoxity.Common - idk with what plugins it comes from but I doubt it should be placed at gta5/plugins folder EUP menu also crash at loading time - check your wardrobe.ini file cuz perhaps some of your saved outfit overwrite this file wrong Make sure to use newest version of Traffic Policer converted by Sparky for current versions of lspdfr cuz original one was made long time ago

Renaming to _mods disables everything what is inside this folder so its normal your addon or replaced files doesn't work at this moment.
 
 As for second issue - maybe u have installed things like gameconfig, heapadjuster and packflielimit adjuster at your 1 pc and forgot about this at second one?

tbh logs don't show anything what could help find issue... any mods installed?
 
+ as there is no info about RNUI version - u can also try use newest one

Reinstall lspdfr via manual install cuz it looks like u are missing some files
