I suggest don't overwrite things that are in eup - leave it as it was installed. If you want some extra clothes you can use dlc mods like MpClothes or extra mp female/male slots. Its gonna give you more opportunity with add-on clothes.
 
If you want install only textures then copy cloth model from eup folder to dlc mods that you installed, rename it to same number (example: jbib_001_u.ydd and jbib_diff_001_a_uni.ytd). Remember to read description to understand how it works.

Remove outdated plugins:
Arrest Manager Callout Manager (you can use Callout Interface instead)  
Keep on eye plugins:
Automatic Roadblocks United Callouts  
 As for ELS I suggest remove files that you have installed right now and try reinstall them with newest version

Idk it's related to Police Smart Radio but from logs it looks like you misstyped smh there

Add whole gta5 folder as exception for your antivirus then

1. Make sure you have installed IPT.Common.dll in your MAIN gta5 FOLDER
2. Remove Callout Manager

First of all start read whole posts, not just few parts that are easiest to do.
 
As I typed above and it's attached in this reply - one or more plugins can cause problem, temporally remove almost everything from this folder and leave only STP and UB, check if without rest of your plugins these works fine and then add rest back 1 by 1 and check which one cause problem

I suggest to check if without Custom Pullover, Epic Events, HeliAssitance your problem still persist

No EUP folder but ok, maybe it will create itself after you launch plugin.
 
If you want you can go to RPH settings and check EUP Menu to load at start as lspdfr. Also you can just launch game and in console (f4) use cmd: LoadPlugin EUPMenu.dll - or smh like that

Remove Callout Manager, Custom Pullover and United Callouts

Remove Computer+ -> you can use CompuLite instead
Keep on eye Chaos Callouts -> if your game still gonna crash you can try temporally remove it and check if it help

First of all update RNUI
 
I suggest remove:
IG Callouts Variety Callouts Wilderness Callouts Wouters Callouts

Attach new RPH log Attach screenshots of your gta5\plugins and gta5\plugins\lspdfr What are this files "api-ms-win-core-..."? I see it first time

Add full access permissions for your whole gta5 folder
Add whole gta5 folder as exception for your anti-virus

Download latest RNUI and place both files in your MAIN gta5 FOLDER

Move PyroCommon.dll to your MAIN gta5 FOLDER
 
Next time attach rph log as file (drag&drop file at bottom of reply window)

Remove:
Traffic Policer ALPR Recode PoliceSmartRadio Interaction+ (instead you can use Riskier traffic stops + plain sight)  
 Reinstall BasicParkingTickets
 

Remove: Callout Manager (you can use instead Callout Interface), Section136 Callouts
You can also check if Zays Callouts don't cause another problem - temporally remove
Also AI Respond is a beta version of plugin so it also can cause issues with other plugins

Add read value for PluginTimeoutThreshold - I suggest 60000 - for now your value is "<null>" If plugins that I mention below are downloaded from lspdfr website then I suggest remove them: Arrest Manager (and files that comes with it) Assorted Callouts (and files that comes with it) Computer+ (instead you can use CompuLite)

Try temporally remove Chaos Callouts and United Callouts and check if it changes anything

Remove: Callout Manager and Section136Callouts
(Instead Callout Manager you can use Callout Interface)
If removing plugins mentioned above won't help theb you can also keep eye on PeterU Callouts

RawCanvasUI - you are missing this file -> if you have it installed somewhere then move it to MAIN gta5 FOLDER
CalloutInterfaceAPI -> move it to MAIN gta5 FOLDER (if you have it duplicated (main folder and plugins\lspdfr) then you can remove it from plugins\lspdfr)

same with another plugins so update RNUI to newest version
