Usually, I would recommend updating everything, especially since you are not gone for an extent of a year or 6+ months, as mods don't frequently update over a 3-5 month timespan. However, if you do not have your PC running by Rockstars December Christmas update and, hypothetically, the update breaks modding for some reason, at that point it might just be good to restart it, but you can still just update your mods.
 
An easy way to tell if your mods are outdated is loading into the game and then going on duty, as most, if not all, plugins will directly tell you in their loading message if the plugin is outdated or not, or you can load all your plugins and look in your RagePluginHook.log, and it will tell you.
 
TLDR; Unless every mod, including your mods folder, breaks beyond existence, you are just fine updating and it is significantly more time consuming to restart your mods and plugins entirely.

Ok I'm getting closer. I was able to launch the game with rph but it closed down while the game was loading. I have to mess with the AV on my pc some more

 game works flawless. re downloaded steam, rockstar, and gta and it all works perfect. i even added more vehicles and grammar police and it works as it should. i really appreciate the advice and look forward to interacting further.

I was having issues with the hard drive the game was installed on. I'm switching it out for an SSD tonight and re installing everything. I'll post an update in a couple days once everything is back up and running 

Hmm. Start by removing everything from Plugins/LSPDFR. Add them back one by one and test after each addition. See which one will cause the glitching.

well i un installed it and re installed it. i would love nothing more than to play right now but im still fighting a shitty cold and feel like absolute crap. i will try out the game tomorrow afternoon and see what happens. i appreciate all the help
