    Did you install your vehicles within the mods folder?  If so, rename it to _mods and see if the game launches.

    From my understanding the mods folder contains any changes to models and textures such as clothing, weapons, static objects, and vehicles.  This way the game pulls that data from the folder, leaving the base game data intact.  So when you rename the folder, the game runs off the base data.

    Yeah, it disables everything in that folder.  It’s likely whatever you last added is causing the issue.
     
     Unfortunately, I can’t direct you on how to fix it aside from rebuilding your “mods” folder from scratch.  If you have the storage space, you should make a backup of your GTA V directory prior to installing additional mods.  That way if it something goes wrong (which is pretty much guaranteed at some point), you can rollback to the stable folder.

    This issue is likely to be caused by Dynamic LSPDFR. To test this, remove it & retry.
