I have similar issues... I turned off the preload, which helped a lot, but I still start losing textures after about 10 minutes
The only other thing that seems to help, is reducing the amount of add-on cars and high-poly cars. I had about 20+ cars and my game would be unplayable almost immediately after going on duty. After I cut it down to about 10, it still does it, but it's after 30-ish minutes.
you can search for it. I'm not 100% sure, but i'm pretty sure you can edit any of them and add the lines for your addon cars. I had a bcso addon pack with its own .rpf, so I used that one.
Make sure to backup before you edit anything. I don't want you to curse my name in effigy if something goes wrong.
I had the same issue. Just make sure you are editing the vehicles.meta and carvariations.meta correctly. I did it as an add-on, so I copy pasted police3, then renamed it to sheriff11, 12, etc. If it's wrong, you'll end up with the green color and when you pull people over, they will keep driving and driving.
I actually like that green tint and ended up editing my carvar meta to make all my sheriff's dept have it. ;p
the file is fine. I extracted it with 7zip and it worked like a charm.

anyone else have problems with this car? When i'm like 100m's away from the car, it looks like a giant white blob. (I parked Yakadafi's model behind it and it just disappears)

think you'd want noose, noose, car, noose, pstock,
That last one will give you the sound of a pstockade/truck. You can pick other car sounds, depending on your preference, such as polpat or ambulan, etc...

not sure if you modified the weaponsinfo.xml file, but there should be a line that says
