Do you accept the callout when it comes on the screen, by pressing Y or whatever your keybind for it is?

Take a look in your .ini file for callout interface and make sure MDTEnabled, and MDTToggledOn both say True next to them.

The easiest way you can do it is by replacing a vehicle with your police bike, which is one of the only cop cars that regularly spawns on the highway. If you do this make sure you copy over the handling text for that vehicle. Even after that I wouldn't suggest driving it yourself, since it would still behave like it were a bike, I do it just for show.
