    Ever since I removed United Callouts everything is working fine now. So yeah I think its your RPH causing it or some other mods. Try doing a clean install of GTA and install your mods one by one (Once you install one or two mods, launch GTA and RPH and check if it crashes) make sure you take note of what mod you installed after the crash.

    I think I figured out the problem. It was one of my callouts called "United Callouts" that was causing the crash. I tried removing it and it worked.

    I tried starting gta 5 without RPH and it still crashes. I did a clean install and reinstalled all my mods in order a while ago but it still crashes. tried to not load all my plugins from lspdfr but still didnt work.
