I found the solution to the problem myself. The culprit turned out to be EUP L&O installed via LML, installation via .oiv extension solved the situation, now all vests are available.

Dear Users, I have a problem with EUP VEST＆EARPIECE 1.1 mod. I have EUP and mpClothes installed, but after uploading the vests to the eup_componentpeds.rpf folder, they do not appear in the game. The situation is slightly different when I drop the vests into the mpclothes folder, then they appear, but not all of them. Of course you can reset without removing GTAV. You just need to "verify the game files", then only the necessary files (not the whole game) will be downloaded.

Using OpenIV (in edit mode), you need to go to the file that is in the following path x64/audio/sfx/RESIDENT.rpf (having first copied it to your mods folder, but this will signal OpenIV) then you export the vehicles.awc file to the openFormats (.oac) extension (for example, to the desktop). Then you drop the siren files you want to replace into the extracted "vehicles" folder. The last step is in OpenIV, in the New option click "import openFormats", which will allow you to swap the files and enjoy the changed sirens.

Make sure you have installed ELS correctly; - 1. Place ELS.asi, ELS.ini, the ELS folder, and AdvancedHookV.dll inside your main GTA V game directory. - 2. Download and install (a) pro-ELS vehicle model(s). - 3. Start your game. I think it's impossible not to have an ELS folder with pack_default after a well-executed installation (problems here in the folder with the configuration of the lights of individual vehicles I would understand, but not with ELS itself).

Didn't you have another mod before that replaces vanilla cars? In my case, the lack of car lighting was just caused by a file of a previous mod that caused a conflict and made the car lighting bar not work.

As for the problem with the modded weapons, it looks like some kind of error in the installation process. I, for example, had a problem with the addon car, also when moving the mouse, the car changed textures to other textures. The problem turned out to be the files of the previous modded car with the same name, which I did not get rid of by adding a new one to the game.
