    One thing you could try is going into the lspdfr.ini and changing the following to reflect below:
    AmbientSpawn.MaxCopsInArea = 0
    AmbientSpawn.MaxSpawnedCopsInArea = 0

    This gets rid of native ambient spawning for LSPDFR and may help. But it may also not spawn the vehicles for AmbientAICallouts unless the callout pack spawns its own. If you still get the crash after doing this, then you may be left with no choice but to remove AmbientAICallouts.

    Make sure you haven't set any silly compatibility mode on GTA5.exe.
