I don't know why it's an OIV format for two vehicles... rather difficult to tell you where to look for it specifically. Ensure you have a mod menu like SimpleTrainer installed. If it is installed as a replacement vehicle, it will be under Vehicle Spawning -> Emergency as "ambulance". If it is installed as an add-on, it will be under Vehicle Spawning -> Addon -> "ambulance" Unfortunately, I am not polish, so trying to understand how they have the vehicle installation setup is rather difficult for me to understand.

Begin by renaming your mods folder to _mods. If this works, there is an underlying issue with your mods folder I cannot exactly pinpoint the issue for. If that does not work, verify the integrity of your game files.

If they are addon DLCs, you can safely delete the addon files. If it is a replace, you will need to go to the same place that you installed them and delete them (it will then use base game files) or replace it with another mod.

In your mods folder, delete NVE_EMISSIVES or NVR_EMISSIVES (varies on whether you've installed NVE or NVR)

You can try out this premade Modding DLC pack as a simple fast method, and if not, I can at some point provide instructions on how to, or at least how I create DLC packs (it's a lengthy instruction process I have remade several times...)

It's typically based on the modeler (not the base modeler for clarity). Some will use custom plates on the liveries (or their own custom YTD), which is rare in my opinion, and some more frequently use the vehshare.ytd file. In other words, this is also why you see people make plate textures and vehicle textures separately most of the time. The vehshare file also shows how many of the more recent add-on vehicle packs have custom plates instead of doing it directly on the livery.

The way that people have been doing this is by creating "dead air" files in the vehicles.oac - you can find some premade ones online - to make their file smaller, which then allows for you to replace more siren files that the game has already because of the file size limit (I believe this is 16500kb?). Therefore instead of having only 4 tones, you can modify the numerous ones the game has for Ambulances, etc.

When launching RPH, hold your shift key for 5-10 seconds to open the settings. Change your PluginThresholdTimeout to 60000 and try loading again. Reinstall LSPDFR using the manual install download and drag and drop the files into your main game directory, and follow the setup prompts as usual.
