Unless you create a character via EUPs menu, you will need to select hair from either LSPDFR's character creation menu, or I like to use Skin Control, which will allow you to change your hairstyle and what not without needing to go into the police locker and whatever else. I again entirely apologize, oversight on my part lol.

I entirely understand your frustration lol, hair particularly. Anyways, MP characters are what LSPDFR uses for character creation, so if its MP Female, LSPDFR/EUP can use them. It comes down to installing the hair and clothing you'd like. I am not too sure what you are looking for in regards to clothing specifically, as everyone uses their own EUP clothing or textures. You'll have to let me know what you are looking for 🙂 For hair, instead of replacing, I'd recommend installing MPClothes, which in my opinion just makes the installation of hair easier. I get all my hair from GTA5Mods.com/hair. Install the hair to the MPClothes DLC and EUP will recognize it just fine.

It's likely because the emergency vehicle isn't classed as an emergency vehicle by the game. You can find the corresponding vehicle.meta to your vehicle and look for the flags option, and add FLAG_EMERGENCY_VEHICLE if it does not contain so already.

Usually, I would recommend updating everything, especially since you are not gone for an extent of a year or 6+ months, as mods don't frequently update over a 3-5 month timespan. However, if you do not have your PC running by Rockstars December Christmas update and, hypothetically, the update breaks modding for some reason, at that point it might just be good to restart it, but you can still just update your mods. An easy way to tell if your mods are outdated is loading into the game and then going on duty, as most, if not all, plugins will directly tell you in their loading message if the plugin is outdated or not, or you can load all your plugins and look in your RagePluginHook.log, and it will tell you. TLDR; Unless every mod, including your mods folder, breaks beyond existence, you are just fine updating and it is significantly more time consuming to restart your mods and plugins entirely.

Bejjoljo's mods rely on an internet connection to verify the plugin version, this isn't the case amongst many other plugins, but it's still a thing. Hopefully, by the end of the year, you all have a new plugin that replaces STP 👀 Anyways, unfortunately there is not much you can do other than have an internet connection when you load the game and those plugins, and wait for them to verify. You are able to play SP offline with them, you just need an internet connection (ridiculous to have an internet connection playing offline, I know lol)

No, you have to delete the files in your mods folder. You have colluding vehicle files for police3, which is causing your issue. Delete the police3 files and reinstall the car you were installing in your mods folder.

It seems like you have conflicting texture files, and/or conflicting model files. When you replace the old ones, fully delete them (all yft and ydt files) before adding the new ones to avoid having old and new models together. Specifically in this case for police3, make sure you do not have conflicting ytd files (police3.ytd) or a ytd file that doesn't belong to that specific model.
