To be honest, I kinda just started doing it, starting with my home state of North Carolina, creating CMPD EUP retexture. Considering I see them almost every day, it was easy to make a retexture based on them. I also watched a few youtube videos on creating EUP uniform textures, and the process behind it is simple. Of course, I can't speak for everyone based on the editing software you use, as things like Photoshop or Illustrator (both Adobe products) take some time to get used to. Softwares like Krita or Paint.net are easier though a slight downgrade from Adobe products. The main reason I started to make EUP retextures is while there are a lot of awesome EUP retextures on this website, there weren't a lot State Based EUP, let alone entire packs of EUP that have Male and Female variants and PED retextures along with them, especially for 9.4 EUP. -
I've been considering doing that, but for now, I'm just focusing on making retextures that go like (State Trooper, then a city police department within that respected state.) Considering I'm trying to cover all 50 States, and I don't want to get burned out before completing that goal.

Oh, no. The only thing that should change is the ytd files. To my knowledge (It's been a month since I uploaded this) there shouldn't be any ydd files in the pack and by chance, if there is one then nothing should change if you have eup 9.4 and above. I can't say the same for the eup on lcpdfr website considering that one is an older version. -

Pretty cool -
I changed the majority of SAHP textures (no models were included considering I don't own the models themselves) in this pack and included a few other clothing textures, such as the pullover and baseball cap, for more variation. But if you're asking for one where the presetoutfit isn't changed, I could consider doing something like that in the future.

After dropping files in Open IV, the game might crash without the Rage thing popping up (I assume a gta thing, I'm not sure). If this is so then just reload into the game and it should work but I'll look into this later tonight.

A complimentary retexturing to my previous pack, LSMPD, based on the Charlotte Metropolitan Police Department. Comes the SHP EUP retexture pack. Based on the North Carolina Highway Patrol. While based on the North Carolina Highway Patrol, patches, badges, and other accessories were either altered or changed to be more "Lore friendly" to the state of San Andreas. You'll need EUP 9.4 and EUP peds for this retexturing to be meaningful, which can be found below. (9.4 EUP) (EUP PEDS)

For the vehicles (Textures at least), you can find where the "Hidden contents" are, but you can also just google Charlottle lspdfr or something similar to that and find it that way.- 9 comments

Ranked #15 in one of the largest cities in the United States and 2nd in the largest cities in the SOUTH, and nobody has made any Uniforms based on this city!? I said I must, I shall, I will... Thus came the Los Santos Metropolitan Police Department EUP pack, based on the Charlotte Mecklenburg Police Department in Charlotte, North Carolina. I included an array of different retextures for various uniforms within EUP 9.4 and retextures for EUP PEDS. (All are listed in the "Readme" file in the zip. RECOMMENDED VEHICLES TO USE WITH THESE RETEXTURES You'll need this stuff for the retextures to be meaningful. (EUP 9.4) (EUP PEDS)
