I'll probably get around to making county related uniforms eventually, but I have an end goal of making uniforms for all 50 states including Washington, so to make it easier on myself I'm sticking to Highway patrol and then a police department for a popular city within that state.
I'm not entirely sure. I've been considering trying it but haven't got around to it.

I found the map from gta 4 Liberty City and downloaded it

Installation should be as easy as going to the "eup_componentpeds.rpf" (located in your EUP folder in dlcpacks) within OPENIV and dragging and dropping everything. Keep in mind this is for EUP 9.4 (paid version) and not EUP 9.3 (free version of this website) so there's a chance the textures won't align properly as the versions vary. I'd be happy to walk you through it if you need help though!
There should be no conflicts, though I can't say the same for the outfits preset in EUP menu unless you use the preset, I believe I provided in either pack which should include clothing presets to go with both.
To be honest, I kinda just started doing it, starting with my home state of North Carolina, creating CMPD EUP retexture. Considering I see them almost every day, it was easy to make a retexture based on them. I also watched a few youtube videos on creating EUP uniform textures, and the process behind it is simple. Of course, I can't speak for everyone based on the editing software you use, as things like Photoshop or Illustrator (both Adobe products) take some time to get used to. Softwares like Krita or Paint.net are easier though a slight downgrade from Adobe products. The main reason I started to make EUP retextures is while there are a lot of awesome EUP retextures on this website, there weren't a lot State Based EUP, let alone entire packs of EUP that have Male and Female variants and PED retextures along with them, especially for 9.4 EUP.
