    late reply but this does in fact work in singleplayer I've tested it and works just fine for me Anyone wondering if this works in singleplayer YES it does, gotta keep trying until it works that's what i did

    Bit late but you can use this in lspdfr and of course with permission to use in LSPDFR, you can use a els file i can provide a file for this vehicle, no need to make it els Making it a SP Addon or Replace with said provided ELS file just like other police vehicles you may find with a ELS file I can provided file and addon/replace file, if you don't understand i can explain in a discord call

    making a fivem ready vehicle to a sp addon is easy and in order to make it into a addon you'll need to make a dlc.rpf within OpenIV mods folder, pretty simple and easy, i do it all the time, and to make the lights work fully you'll need to make a els file to make them work
