Will this work with the AI police and what lines do I change?

So I'm doing british LSPDFR and I don't want the police (apart from swat) to have guns so it's realistic, anyone know of any good taser mods that don't effect callouts as I've had it before where the taser mod worked but for any callouts with an active shooter they had a taser instead of a gun

So I've downloaded the modding DLC pack so I can add some custom vehicles in since I want them to be British police vehicles. So you have like police.ytd etc and then you have like police1.ytd which cars are which? So like which is the pursuit car name so I can get a british pursuit car and put it in that slot?

So I'm trying to install LSPDFR and it when I download it, it comes up as a winrar thing and doesn't take me through the process so none of it downloads
