I believe the path mentioned was GTAV/mods/update/x64/dlcpacks/patchday24/dlc.rpf/x64/levels/gta5/vehicles.rpf and you put them in GTAV/mods/update/x64/dlcpacks/patchday24 vehicles I will leave the guide for installing repace cars and ELS

Patchday folder exist in update folder and since its risky to manipulate that directly you should use a mods folder you can create a mods folder in one of two ways 1. In open IV enable edit mode and it should ask you to create one after that you can open any patchday in update folder outside mods and it should give you the option to copy to mods. 2. In your maindirectory make a new folder name it mods copy your update folder and paste it into mods.
