(I am not here for any kind of partnership, and I am not going to set up a server, just here to give advice, I am tired of playing multiplayer)
I think you can use https://gtapolicemods.com/fivepd/ as a help. They are some kind of LSPDFR but in FiveM version. It can help you to set up the server easily. BTW, the site should have what you need, like vehicles, script. If you didn't find what you want at FivePD, 5mods and lspdfr (FiveM Ready section) will be another choice for you.

AssortedCallouts is outdated. Using it can cause crashed in a short period of time.

BTW, did you add some large vehicles or vehicles that can cause huge collision to the garage?
You might also try to spawn the vehicle which you have it in the garage at the game by using trainer.
And check the file Grand Theft Auto V\lspdfr\data\duty_selection.xml    see if there is any kind of mistake you have made

After the blank white screen, did your computer restart itself or gta v has exit?

This infereres with how RAGE hooks to GTAV and as such, please follow these 3 steps when launching:

1. Go into Story mode without RAGE 
2. Once you can see your character, ALT + TAB out and open RAGE letting it hook.
3. Enjoy

What I just found from your RagePluginHook log is werid Swap Chain VTable value. I don't know anything about it, so I try to search it up. Another guy experiences nearly the same problem with you. Here is the solution they have use and successfully solved the problem. Not sure if it can solve your problem too. Worth a try though.

Solution: Force directx 11 and force windowed mode inside the ragehook console. Hold left shift after clicking on ragehook.

Bruh. In the old version, they do the same thing lol. Unless you install some plugin forcing them to drive properly

Check whether the gameconfig you install is fit for your current version of GTA5. And check if the files in the mod folder is updated to the newest version. 

Try to put the mods folder to other place out of gta5 then try to open up it, see if the gta5 is work without having mods. If yes, the problem is out from the mods in the mods folder

Maybe you can try to increase the package file limit(by using package file limit adjuster) Hope this could help. Change the Heap Limit too
