  23. Right. Change the name of the mod folder to anything else, like _mods. See if you can run the game

You doesn't have to delete it, you just need to change the name of mods to _mods( or any other name), it will disable the mod folder to load when you start gta5, afterthat if gta5 was loaded correctly, then you know the problem is come from mods folder. If it wasn't, then the problem is about gta5 instead of those mods you have installed.
  27. You need to wait a little bit more. But there is a better way to load it, load gta5 first with rage plugin hook( Don't load LSPDFR), don't load LSPDFR untill you are in the game,

They are some kind of LSPDFR but in FiveM version. It can help you to set up the server easily. BTW, the site should have what you need, like vehicles, script. If you didn't find what you want at FivePD, 5mods and lspdfr (FiveM Ready section) will be another choice for you.
