  1. Right. Change the name of the mod folder to anything else, like _mods. See if you can run the game
  2. Have you installed any mod vehicle? By using replace or addon?

You doesn't have to delete it, you just need to change the name of mods to _mods( or any other name), it will disable the mod folder to load when you start gta5, afterthat if gta5 was loaded correctly, then you know the problem is come from mods folder. If it wasn't, then the problem is about gta5 instead of those mods you have installed.
  4. You need to wait a little bit more. But there is a better way to load it, load gta5 first with rage plugin hook( Don't load LSPDFR), don't load LSPDFR untill you are in the game,
