So this is my new pack. Idea to create this thing was since I came out from the hospital. If anybody interested, I had a heart operation. Anyway. This thing take from me a lot of time. Hope you like. And please, leave a comment, reaction or review about this pack. It is really helpful.

All vehicles come with multiple liveries. On all vehicles (Except the fire truck) extra_ten is a pushbar. All vehicles come as Add-on (Except for fire truck). However you can convert them to replace versions. There would not be any support on how to convert vehicles from add-on to replace.
 
Lightning Template:
All vehicles come with lightning templates. You can change the color of the emissive
by simply replacing the texture. Lightning templates are customizable: use any bitmap editor
and select a color from the ‘emis.png’ file. Then change the texture in the selected ‘els_emissives.png' texture. Make sure you are using the same type of emissive.
 
 
 
 
 
Installation:
 Make sure you have your 'mods' folder in GTAV's main folder with a copied 'update' folder. Open your OpenIV, yurn on 'Edit mode' and go to GTAV/mods/update/x64/dlcpacks/. Drag and drop folder 'dmsafd'. Export a file called 'dlclist.xml' which located in GTAV/mods/update/update.rpf/common/data/. Copy this file to your desktop and open it with any editor you like. After, scroll to the bottom and locate the last line that starts with '<item>dlcpacks:/....' . Add a new line, then copy and paste this line:  
<Item>dlcpacks:/dmsafd/</Item>
 
     4. Replace old file with the new one.
     5. Copy .xml files from 'ELS VCF' folder and paste them in GTAV/ELS/pack_default/.
 
Fire truck installation:
Copy fire truck files and paste them in GTAV/mods/update/x64/dlcpacks/(latest pachday)/dlc.rpf/x64/levels/gta5/vehicles.rpf/. Copy 'carvariations.ymt' and paste it in GTAV/mods/update/update.rpf/x64/data/.

All buildings got number, that gave them Rockstar (not really sure that found all numbers, so please give me a feedback)
All Blaine County Freeways and routes got their numbers
On 13, 17 and 1 US route got markers for better navigation (For example, when you are chasing a car on 13 route you can say "we are passing marker George"
Mapped Gas Stations, Police and Sheriff's dept., Medical Centers and Fire dept.
Important note:
Now, Its 100% working. Problem was in mapzoomdata file, now I fixed it.

 Make sure you have your 'mods' folder in GTAV's main folder with a copied 'update' folder. Open your OpenIV, yurn on 'Edit mode' and go to GTAV/mods/update/x64/dlcpacks/. Drag and drop folder 'dmsafd'. Export a file called 'dlclist.xml' which located in GTAV/mods/update/update.rpf/common/data/. Copy this file to your desktop and open it with any editor you like. After, scroll to the bottom and locate the last line that starts with '<item>dlcpacks:/....' . Add a new line, then copy and paste this line:  
<Item>dlcpacks:/dmsafd/</Item>
 
     4. Replace old file with the new one.
     5. Copy .xml files from 'ELS VCF' folder and paste them in GTAV/ELS/pack_default/.
 
Fire truck installation:

This is not in any way absolute perfect. 
But, it is completely useable and game ready.
 
There are some small bugs like unbreakable windows and maybe other small things.
A more experienced developer would be able to sort those out I should imagine.
 
I don't do LODs so install the 'vehicles.meta' included for LOD and handling
Install it in:-mods\update\update.rpf\common\data\levels\gta5
 
There are 2 other wheel options.
What I call the 'sawblade' hubcaps and steel wheels without caps. Also bought from Turbosquid.
 
I may release this as a panel van at a later date.
 
Textures are in .ytd file and all textures are already installed and saved including 2 extra liveries
 
Please release it in a locked state, and please do not upload to any other modding site including Discord
 
Zmodeler 3 is required to use this item, so a basic knowledge is a must.
No further help will be offered from here on.
You may convert it to any other GTA game, Again, it must be released locked.

About This File:
I'm here to present you a vehicle of LEO future. This is 2020 Ford Police Responder Hybrid Sedan, but many of you know this vehicle as Ford Fusion. In 2020 Ford Motor Company presented FPRHS as "Pursuit-Rated". That means that this hybrid car is ready for pursuits. Some of them are now going to use NYPD (New York Police Department) and LAPD (Los Angeles Police Department). I did this car as a standard LAPD patrol car, so this is no back sign of "JoinLAPD", realistic equipment and added a spotlight for passenger. Nothing really unique here, but I think this will be a great car for your LAPD patrols!

Important note: Replace version have not any files that will provide fully realistic light pattern, because LAPD don't uses any taillight pattern. BUT, in Add-on version this problem is solved. So it will be much better if you will use Add-on version.
Replace:
Drag and drop vehicle files to GTAV/mods/update/x64/dlcpacks/patchday4ng/dlc.rpf/x64/levels/gta5/vehicles.rpf/
Drag and Drop vehicles.meta file to GTAV/mods/update/update.rpf/common/data/levels/gta5
Add-on:
Drag and drop "lapdfprhs" folder to GTAV/mods/update/x64/dlcpacks/

Installation:
ELS VCF:
Drag and drop the .xml file to GTAV/ELS/pack_default
Important note: Replace version have not any files that will provide fully realistic light pattern, because LAPD don't uses any taillight pattern. BUT, in Add-on version this problem is solved. So it will be much better if you will use Add-on version.
Replace:
Drag and drop vehicle files to GTAV/mods/update/x64/dlcpacks/patchday4ng/dlc.rpf/x64/levels/gta5/vehicles.rpf/
Drag and Drop vehicles.meta file to GTAV/mods/update/update.rpf/common/data/levels/gta5
Add-on:
Drag and drop "lapdfprhs" folder to GTAV/mods/update/x64/dlcpacks/
Go to GTAV/mods/update/update.rpf/common/data/ and find dlclist.xml
Open it and add new line, paste this:
         <Item>dlcpacks:/lapdfprhs/</Item>
Save.
Game start to crashing after you've installed add-on? Download and install this:

Bugs:
Trunk and bonnet don't open. It is a DEV model problem, because there is now no mesh there. However, it is possible that I will fix it by myself.
