    I know this is late, but for some of you who currently have this problem; You have World of Variety installed, which puts in more vehicles texture files in this case its sheriff2. Navigate to mods > update > x64 > dlcpacks > wov > dlc.rpf > x64 > levels > gta5 > vehicles > wovvehicles.rpf. And delete the sheriff2 ytd files.
