You are missing files from „ExternalPoliceComputer“.

A callout pack is missing ScriptHookVDotNet. You can try to install one of the nightly builds here or remove the pack that needs the file (PursuitPack).

Also, you might want to remove CalloutManager and EasyLoadoutContinued as they are both outdated.

Please reinstall the manual version of LSPDFR from here.
Drag and drop all of the archives files into your main directory.

Create a new folder in this directory called LSPDFR. Move everything except EUP folder, EUPMenu, the three BackWeapon files and the two LSPD FirstResponse files into that newly created folder.
Attach a screenshot when you’re done to verify you did it correctly.

It sounds like you requested first responder backup which uses the FBI2 slot by default. Either call for the actual EMS backup OR change the slot in the UB configs (Plugins\LSPDFR\UltimateBackup)

It is either in DefaultRegions or CustomRegions.
You want to search for the SAHP section and change the stuff within the vehicles tag from for example police4 to whatever the cars are named that you installed. You can also take a look at this video for visual help.
It has timestamps so you’ll find the things you’re looking for easily.

Your policeold1 model seems to be invalid. Revert any recent changes you made to the model itself or its meta files.

Set your PluginTimeoutThreshold to 60000 instead of 20000. You can do that via clicking on the cog ⚙️ icon on the RPH splash screen.

You have an XML error with your stations_eupfr.xml and your stations_sahp.xml. The latter is throwing an error on line 28, pos 1.

Make sure that you install the CalloutInterfaceAPI.dll from CalloutInterface. Drag and drop it into your main directory.

Also SuperCallouts has an update available.

You seem to be missing RageNativeUI. Please grab the latest release of that from here. To install it, simply drag and drop the .dll into your GTA V main directory.

You’ll find the same file in the exact same non-mods folder path. 

Copying and pasting the contents of a folder on your - let's say - D:\ Drive to your C:\ Drive has nothing to do with internet speeds. It solely depends on what kind of HDD/SSD your PC has.
Backing up the files to a cloud such as Google Drive will be impacted by your internet speed as you actually upload and download files to the cloud service.

1. No idea what you are talking about really. The easiest solution is creating a backup folder on your disk and copying all GTA folder contents. 
2. Since you said your download speeds are meh, no.
3. Copy-Pasting is the best way.

Create a new folder in this directory called "LSPDFR" (without the "").
Move everything except LSPD First Response.dll and .pdb, RAGENativeUI.dll, NewtonsoftJson.dll, EUPMenu.dll and the EUP Folder in that newly created folder.
Move RAGENativeUI.dll and NewtonsoftJson.dll to your main directory.

Check which audio name hash the Tempesta uses. It's the GTA equivalent of the Huracan.

GrammarPolice is the plugin which has the on screen radio.

If you copy and paste your mods folder you won’t need to re-download any vehicles.

Some config file which you recently edited contains an error. Have you made any changes recently?

StopThePed uses its own system for arrest, frisks etc. Therefore LSPDFR can't track those stats. You'd have to remove STP for your stats to work properly.
Traffic stops are not different from using STP/Not using STP. Hence why those stats are tracked correctly.
